Paulo Moreira graduated in 2005 from the Faculdade de Arquitectura da Universidade do Porto. Since 2010, he is a PhD candidate at the Sir John Cass Faculty of Art, Architecture and Design, London Metropolitan University (where he was awarded a Master degree in 2009). He was a trainee at Herzog & de Meuron in 2003/04 and studied with Peter Zumthor at the Accademia di architettura di Mendrisio in 2002/03.

He has been awarded several Scholarships and Awards, among which the IHRU Prize in 2014, the Fernando Tavora Prize in 2012 (Ordem dos Arquitectos – Secção Regional do Norte); the FCT Doctoral Grant in 2010 (Fundação para a Ciência e a Tecnologia); the Prize for Social Entrepreneurship in 2009 (The Cass School of Architecture, London Metropolitan University); and the Noel Hill Travel Award in 2009 (American Institute of Architects – UK Chapter).
